Thailande : des milliers de Hmongs expulsés vers le Laos

Le 28 décembre 2009, les forces thaïlandaises ont renvoyé plus de 4000 Hmongs au Laos. Le Haut commissaire de l’Onu aux réfugiés est “profondément consterné”. Le Laos leur a préparé des “abris temporaires”, le temps de décider de leur nouveau lieu de vie.
Mais le sort réservé aux 4371 personnes d’ethnie hmong, expulsées de Thaïlande par les forces armées, demeure incertain.
ICRA vient d'écrire à plusieurs Ambassades de Thaïlande afin de protester contre ces expulsions.
La lettre (voir ci-dessous) reprend les principales informations de notre dernière news sur ces récentes expulsions et demande notamment aux autorités thaïlandaises de respecter le droit international en matière de réfugiés et les souhaits de la communauté hmong.

The Thai authorities had deported (2209 December  28-29) more than 4,000 ethnic Hmong in Laos, according to the agreement reached by the committees responsible for maintaining order along the Lao-Thai border in Vientiane March 2008.

Under the agreement of 2008, Thai officials are to deliver the Hmongs to Lao authorities in a group of between 200 to 400 people. They will be resettled at Ban Pha-Lak, in Kasi  district, Vientiane province, where the Lao government has prepared accommodations for them.

2008 : April 4 : Mr. Yong Chanthalangsy, Lao Ministry of Foreign Affairs' spokesperson said Laos is ready to negotiate with third countries and international organizations after all of the Hmong have been sent back from Thailand, and Laos has no objection to any country wanting to accept these Hmong for resettlement.

This occurs in violation of the humanitarian principles and of the refugee status which UNHCR gave to 158 Hmong among them. The Hmong are forced to repatriate a country where UNHCR has no way to protect them.

We are fearing that the Hmong will be discriminated, persecuted in Laos for their participation in American forces during the Vietnam War.

We ask you
- to respect international humanitarian principles and collaborate with  UNHCR  for  other  requests of asylum
- so to abolish the Lao-Thai Border Security Agreement , a bilateral agreement allowing Thailand to send Lao Hmong back to Laos without affording them their right to seek asylum
- to give all the repatriated Hmong the same treatment (5,000 baht from the Thai officials and cash assistance of 300,000 kip from the Lao government)
-  to implement negotiations with international organizations as Lao Ministry of Foreign Affairs said in 2008, although UNHCR has no formal presence in Laos

We are keeping the international opinion informed of these unacceptable violations of human rights and urge you to put theses requests into action without any delay.
